Quality AwardsSince the beginning of the Quality Movement, a need was felt to promote the concept of Total Quality Management (TQM) in a formal way and also to serve as a model for implementing TQM. National quality Awards have been the means used in various countries to promote TQM among its industries and service sectors. These awards can be broadly classified as competitive awards , non-competitive awards and awards which are a combination of the two. Competitive awards are like a race in which there are winners of the first, second and third place subject to a minimum qualification standard. The Malcolm Baldrige National Quality Award in the USA is a typical example of a competitive award. In the non-competitive awards, the winner is one who attains a minimum standard like in an exam. In the combination award schemes, awards are given to all who qualify the minimum requirement and special awards are given to the best. The EFQM award scheme is a good example of this type of award. In 1951, in Japan the Union of Japanese Scientists and Engineers (JUSE) established the Deming Prize to commemorate Dr. W. Edwards Deming's contribution to the Japanese industry and promote and recognized the company-wide quality control in Japan. The well-known Malcolm Baldrige National Quality Awards was already launched in 1988 in the USA and become a symbol of revitalizing the competitiveness of the American firms in the global economy. In 1999, the European Foundation for Quality Management (EFQM) elaborated its Excellence Model, which is the most widely used model across Europe. In spite of its efforts one can find that companies awarded with a European quality award go bankruptcy. Some key points of this model have become more prominent in member organizations and some countries have been introduced new criteria as well. Definitions have been updated and a modified model will be come out in the near future. The Russian Federation has been elaborated an Integrated Management System Model based on the Total Quality Management principle. The All-Russian Competition of the "Best Russian Enterprises" is based on this approach. However, the Russian Government Quality Award follows the EFQM Model of Business Excellence. The Commonwealth of Independent States is in the process of elaborating a CIS quality award model. Today there are at least 90 quality and business excellence awards in at least 75 countries.
